Cape of Velocity is a major class artifact, that is equipped in shoulders slot. While equipped, the cape increases the combat speed of creatures in hero's army by +2. This does not affect a hero's movement points on the Adventure Map. Cape of Velocity is arguably one of the best major class artifacts.
